What's Changing for Indiana Health Insurance in 2027?
CareSource and Cigna are leaving the Indiana Marketplace
Indiana's Department of Insurance says CareSource Indiana and Cigna will not offer individual Marketplace plans for Plan Year 2027.
If you currently have coverage with either insurer, your 2026 plan can remain in effect through the end of the plan year as long as you remain eligible and keep the coverage active, but you'll need different coverage for 2027.
When comparing replacement plans, check your doctors, hospitals, prescriptions, deductible and maximum out-of-pocket costs rather than choosing only by premium.
AmeriHealth Caritas is entering the Indiana Marketplace
AmeriHealth Caritas Indiana is entering Indiana's individual Marketplace for 2027.
Its Marketplace network is expected to be available in seven counties:
- Boone County
- Hamilton County
- Hendricks County
- Johnson County
- Marion County
- Morgan County
- Shelby County
2027 rates have completed Indiana's state review
Indiana insurers initially requested an overall average Marketplace increase of 19.7% for 2027.
After the Indiana Department of Insurance completed its state review, the overall approved average increase was reduced to 17.5%.

Ambetter Health is underwritten in Indiana by Coordinated Care Corporation and is expected to offer Marketplace coverage in all 92 Indiana counties for 2027.
Anthem
Anthem's current 2027 filing includes Marketplace coverage in 85 counties.
UnitedHealthcare
UnitedHealthcare is expanding its Indiana individual Marketplace footprint from five counties in 2026 to 36 counties for 2027.

Marketplace Financial Assistance in Indiana
Eligible Indiana residents can receive a federal Premium Tax Credit when buying qualified Marketplace coverage through HealthCare.gov.
Under current rules, premium tax credits generally apply to otherwise eligible households with income between 100% and 400% of the federal poverty level.
The amount of assistance depends on your household, estimated annual income and other eligibility factors.
Income is especially important when you're self-employed
Marketplace savings are based on your expected household income for the coverage year.
For self-employed people, net self-employment income and other household income can affect eligibility.

Healthy Indiana Plan Changes for 2027
The Healthy Indiana Plan, commonly called HIP, is Indiana's Medicaid expansion program for eligible low-income adults ages 19 through 64.
HIP generally serves eligible adults with household income below approximately 138% of the federal poverty level who are not eligible for Medicare or another Medicaid category.
Work requirements begin in 2027
Beginning January 1, 2027, Indiana begins enforcing new work and community-engagement requirements for certain new HIP applicants and members whose redeterminations occur under the new rules.
Most affected HIP members ages 19 through 64 must meet the requirement unless they qualify for an exemption.
The requirement can generally be satisfied by:
- Completing at least 80 hours per month of work
- Volunteering or community service
- Participating in qualifying job training or a work program
- Attending school or an apprenticeship at least half-time
- Earning at least $580 during the month
Self-employment can count
Indiana FSSA says self-employed HIP applicants and members can document self-employment hours or earnings with records such as tax returns or other business documentation.
If you work for yourself, keep clear records of both your earnings and work activity.
Indiana uses a three-month lookback
FSSA uses the three months before the relevant application, renewal or quarterly review when checking whether the requirement was met.
For example, a person applying for HIP in January 2027 would have October, November and December 2026 reviewed.
Many people are exempt
Exemptions can apply to certain people, including qualifying pregnant individuals, caregivers, people with disabilities or serious health needs, people in qualifying substance-use treatment and other groups identified by FSSA.
